Execute :
qdbus --system org.freedesktop.UPower

Then check where is your battery, it should be something like:
qdbus --system org.freedesktop.UPower 
/org/freedesktop/UPower/devices/battery_BAT0

And finally call
qdbus --system org.freedesktop.UPower 
/org/freedesktop/UPower/devices/battery_BAT0 
org.freedesktop.UPower.Device.Percentage

That percentage is what the plasmoid shows, so if that command returns
always 100, then the problem is within upower.
