In 2012 KDE "cleaned up" the bug tracker and closed many bugs that were not 
actively being worked on. Supposedly these are considered desired features but 
due to lacking manpower they were closed so that KDE would not have many open 
bugs, which some people consider to be a sign of bad software. See the third 
graph on this page to understand the matter:

Notice on that page that a similar "Clean up" was done when KDE moved
from KDE 3 to KDE 4, as it was not certain if the bugs filed were still
valid for KDE 4 or not.

If you would like to see this issue resolved, then "RESOLVED LATER"
pretty much means that you can reopen it if you intend to work on it.
When someone is willing to work on it, then LATER has arrived!
