I can confirm this is related to llvm bug (at least in my case) and seems to happen on i7 skylake (6th generation). I have 16.04 live image installed on usb and had the same problem - illegal instruction in plasma. I managed to solve this simply by updating libllvm3.8 from 1:3.8-2ubuntu1 to 1:3.8-2ubuntu3 (i had persistent storage enabled on the usb).
