As in summary - touchpad edge scroll stops working randomly. This seems
to be software related, since switching to another window with alt-tab
fixes the problem (at least for some time). Going back to the original
window (this time switch method does not matter, i.e. can be via
clicking on taskbar) keeps the edge scroll working

This is kubuntu 17.04, kwin version is 4:5.9.4-0ubuntu1.

I'm using dell vostro 2520 laptop. Relevant part of the xinpunt output
is the following:
