I've tried multiple uninstalls, and reinstalls, and occasionally, one day after restarting the system, the audio bug is present and never goes away again. All attempts to raise volume don't work that I've tried. The askubuntu page has more detail, including my hardware specs. I should also add that the bluetooth connector also has audio problems and appears to be broken as well. + After recommendation of a person on Kubuntu forums, I have found a + temporary fix.
