Public bug reported: On a fresh install of Kubuntu 17.10, I am finding that the performance of kwin is not quite what it should be. This problem is at least more noticable on my older AMD Athlon II laptop. Basically what happens is, if I open up Terminal, and hit the application launcher, it's choppy when it slides out. Nothing I have done seems to help, even disabling tripple buffering via variables. What I have noticed however, is if I simply logout, or kwin_x11 --replace &, this issue goes completely away. This is not expected behavior and one shouldn't need to be restarting kwin after they just have cold booted the machine. Some of my other laptops and desktops have not exhibited this behavior, so I don't know what the trigger is, or why this is happening.
