The bug is still present in Kubuntu 19.10 (KDE Plasma 5.16.5), and it appeared two years ago in Kubuntu 17.10.
I have reinstalled the package print-manager on my notebook to install a new printer, but I was obliged to remove print-manager after plasma crashed when trying to print as the Wi-Fi was off. Note that without the print-manager, I can not add printers but I can still print on already installed printers.
