Public bug reported:

Night Color does not properly set itself.  On initial login, the splash
screen changes colors as before in 20.04, but when my desktop loads, the
color temp changes back to daytime.  The Night Color configuration
remains active.  Toggling the config gets Night Color to change to night
time color temperature, but it should set itself automatically based on
"Sunset to sunrise at manual location."
