I'm currently on the read with a kubuntu 24.04 machine. Problem: snapd recklessly refreshes its snaps, once it has network connection, and thus can pull down gigabytes without user's consent, *except* if the connection is a "metered" connection. It, therefore, can drive you into severe trouble or costs, if connected with a slow and/or expensive connection, e.g. airplane or mobile + roaming, if the current connecion isn't set to "metered". But the kde configuration tools does not seem to offer an option to set a connection to metered.
