Public bug reported:

digikam is now intentionally not built on ppc64el riscv64 s390x

See See https://launchpad.net/ubuntu/+source/digikam/4:8.4.0-3 for the
changelog justification

Therefore, please remove it on those architectures. It appears that
process-removals does not automatically handle arch-specific removals
from Debian.
