UN-WFP (World Food Programme), salah satu lembaga di bawah PBB telah ikut memberikan bantuan beras yang dijual dengan harga subsidi untuk rakyat miskin kota di Jakarta, Bandung, Semarang dan Surabaya melalui program bantuan dua tahap, September 1999-Maret 2000, dan tahap dua yang akan berlangsung Mei 2000 selama 18 bulan. Program yang nampaknya berwajah kemanusiaan ini gagal melepaskan diri dari kepentingan politik beras global dan kekacauan kebijakan beras nasional yang telah dibuat amburadul oleh Bulog/Dolog. Kritik yang meluas tentang praktek beras impor yang tanpa kontrol dan melibatkan permainan dalam Bulog/Dolog ternyata tidak dipedulikan sama sekali oleh WFP. Seluruh jumlah beras yang dijual pada tahap I (September 1999-Maret 2000) yang berjumlah 83.650 metrik ton adalah beras impor. Janji WFP, sebagaimana tercantum dalam Surat Perjanjian dengan pemerintah Indonesia (EMOP6006), bahwa dari jumlah tersebut, sekitar 27.883 metrik ton akan dibeli dari produk dalam negeri Indonesia tidak pernah direalisasikan. Melalui permainan di dalam Bulog/Dolog, di mana WFP cenderung tutup mata, beras yang akhirnya sampai ke tangan rakyat miskin kota adalah beras setara kualitas yang biasa digunakan makanan ternak di Eropa. Draft perjanjian (Letter of Understanding) untuk tahap II yang diajukan WFP kepada pemerintah Indonesia tetap mencantumkan penggunaan beras impor. Pelaksanaan tahap I progam ini telah menjadikan Indonesia keranjang sampah untuk beras-beras sisa dari berbagai negara penyumbang; ikut memperburuk kondisi tata niaga beras dalam negeri; seolah-olah membantu rakyat miskin kota tetapi mencekik kehidupan petani di desa; dan memperlakukan rakyat miskin kota setara ternak Eropa. Kami, Jaringan Rakyat Miskin Kota, Jaringan Serikat Petani dari berbagai wilayah di Indonesia dan NGO menyatakan: 1. Stop penggunaan beras impor untuk program bantuan kepada rakyat miskin di kota dan desa di Indonesia. 2. Gunakan beras produk lokal untuk program bantuan pangan sejenis yang dilakukan WFP. 3. Serahkan dana WFP dari hasil penjualan beras Tahap I program bantuan beras kepada NGO untuk dibelikan beras langsung dari petani dan disampaikan langsung kepada rakyat miskin kota. 4. Stop kegiatan WFP yang merugikan petani dan menghina kemanusiaan rakyat miskin kota. Jakarta, 17 Mei 2000 JARINGAN RAKYAT MISKIN KOTA, PETANI INDONESIA, NGOs: STOP IMPORTED RICE FOR FOOD AID PROGRAMME The economic crisis that befalls Indonesia has made the urban poor in the country suffer the most. Urgent calls from the Indonesia government have invited international agencies to give assistance. UN-WFP, one of the UN functions is one of many international agencies that extends their help by implementing subsidized rice sale program for the urban poor in Jakarta, Bandung, Semarang and Surabaya. The first phase of the program started in September 1999; the second will resume in May 2000 for a period of 18 months. The seemingly humanitarian program has failed to free itself from global rice politics and the chaotic rice policy in Indonesia. The harsh critics that has been brewing in the country concerning the uncontrolled import of rice that has jeopardized the rice price in the country, thanks to the corrupt practices of Bulog/Dolog, the government logistic bureau that is responsible for the rice policy in Indonesia, does not alter WFP�s policy in the rice procurement. All the rice being supplied for the first phase of the program that amounts to 83.650 metric ton are all imported rice. WFP�s promise, as stated in the Letter of Understanding with GOI (EMOP 6006), that procurement of 27.883 metric ton of the rice is done locally was never realised. WFP has also closed its eyes on the corrupt practices in Bulog/Dolog, that resulted in the urban poor having received poor quality of rice, those equal to cattle feed in Europe. The new draft of the Letter of Understanding between the WFP and GOI being proposed by the former continues to plan for procurement of imported rice. Over all the WFP rice program has made Indonesia a dumping ground for bad quality rice; worsens the already chaotic rice trade system; superficially assist the urban poor on the expense of the Indonesian farmers; and treats the urban poor of Indonesia as the equals of European cattle. We, Jaringan Rakyat Miskin Kota (the Network of he Urban Poor), Jaringan Serikat Petani (the Network of Farmers Unions) and concerned NGOs hereby urge: 1. Stop imported rice for food aid program for the urban and rural poor in Indonesia. 2. Utilize local produced rice for food aid program such as implemented by the WFP. 3. Let the NGOs manage the funds generated from the first phase of WFP rice program to procure rice directly from the Indonesian farmers to be directly distributed to the urban poor. 4.
