Summary: Timer is inaccurate for both 32bit and 64bit guest

Initial Comment:
Environment:
------------
Service OS (ia32/ia32e/IA64): IA32e/IA32, 2.6.18 kernel
Guest OS (ia32/ia32e/IA64): IA32e/IA32
Change Set: ia32e host:08908a44630210f97b0276f6e41ff71ec04f1308
            ia32 host:70a18787f3d031d6ef4a9690168d2b2b633cb6a0
Hardware: woodcrest+bensley

Bug detailed description:
--------------------------
For ia32e guest, the timer will be 7 secs negative after doing kernel build for
about 20 minutes.
‘cat /proc/interrupts | grep timer’ shows the interrupt will be 50 less than
normal in one
second, which is consistent with the phenomenon that the timer is slow.

For ia32 guest, the timer will become 3 secs negative after doing kernel build
for about 20 mins.

Reproduce steps:
----------------
Create a guest and do kernel buid in the guest, use ntpdate to check the time
difference with the
ntpserver.

Current result:
----------------

Expected result:
----------------

Basic root-causing log:
