No, ne2k is an awful choice. It has worse performance than rtl8139 and does
not do link state reporting so things like network manager won't be able to
automatically configure the NIC in a guest. rtl8139 is the preferred choice
and in Fedora we have patched Xen, QEMU & KVM so they use rtl8139 by default
