Summary: Windows 2000 setup unstable (bug 2)

Initial Comment:
Host: F7/x64, both Intel and AMD tested. KVM-61rc1.

Windows 2000 guest often restarts during last stage of setup, and returns to 
first GUI stage. This is looped forever, so the setup is never completed.

Reproducible: Often. (especially on AMD)

I was unable to bisect it, but it seems that this bug is not new regression of 
KVM-61, but an old bug. 

Additional problem: Guest restart is _very_ hard to detect, not from any 
scripts, and not from KVM activity, and not from host CPU usage.
In other words, there are no specific symptoms, so if you blink and eye, you 
will not detect when it happened.

It happens to both ACPI and non-ACPI guests.
