Not necessarily. Arch code might want to have:

kvm_arch_vcpu_load()
{
        cpu = smp_processor_id();

        if (vcpu->cpu != cpu) {
                localize vcpu to cpu
                vcpu->cpu = cpu
        }

        call functions which use vcpu->cpu
}
