The problem seems to be that, under nested virtualization without kvm-clock enabled, TSC calibration in the L2 guest fails completely. I have no idea whether this is a bug in Linux, KVM, or QEMU. The rest of the problem seems to be that the apic code falls over completely on systems that advertise a TSC deadline timer if TSC calibration fails. I sent a patch to fix this.
