Dellah.org was the personal site of Iain "Spoon" Truskett, who passed away on December 29th, 2003.
With him, as his site was not mirrored, was lost a good portion of some very interesting Kwiki code, among other things.
I've pulled what appear to be the relevant parts out of the wayback machine and linked them from the TableOfContentsPlugin page on kwiki.org.
