I believe that is the only reliable way to make faxes work - they emulate the 
other end within the ata.

Its pretty sad, but even on a point-to-point link (no internet!), I was only 
able to connect with a 
modem at 1200 baud for a few minutes without it dumping.  There's just nothing 
like the pure 64k of 
a POTS line!
