Mike, One way you can do this is to setup a mailbox for the group and in the greeting, tell the caller that all operators are busy and to either press 0 to continue holding for the next operator or to leave a message at the tone.
Then set Operator Coverage as the same extension as the group. Make sure call waiting is on for the group and I usually give multiple GDN buttons to help the group place the first call on hold to get that second caller.? Once the No Answer times out again, if the call was not picked up, the caller goes back to the option to press 0 and ring the groupm again or leave a message for the group.
