I have run an RS232 line approximately 1000 feet (down six floors,
underground to an adjacent building, then up nine floors), running at 9600
baud.  This is without special line drivers or "distance extenders".

Have you simply tried running 200ft of wire?  Plain twisted pair might work
fine, but you probably should use quality cable (e.g. low capacitance and
shielded).

A little experimentation might help avoid unneeded complexity.
