You can do this in a couple places -
1. In extension settings you can select the preferred outgoing line.
2. Under Class of service - External call block - you can block a caller 
from using a particular trunk group using the COS. Put your trunks into 
different trunk groups as needed. Hopefully, you only have a couple 
scenarios.
