This may also be a problem testing the MOH with a cell phone. The digital-analog conversation with cell providers is notorious for distorting MOH. Make sure you are not testing the MOH via a cell phone.

If you get choppy at the lowest setting, you probably have KSU issues, if you don't, then find the volume that has no distortion. I don't recall that there is any on-board adjustment for music on a Panasonic system, it's all in the music source.
