Are you sure this is not an 816 base cabinet? The Panasonic had a 308, 3 line and 8 extensions no expansion. I have never heard of a 408 except base cabinet of an 816.
It is really very simple. Plug the phone into the jack on the wall. See if you have analog dial tone. If you do, then the problem is between the tail cord and the jack in the phone. The electronic sets and I am not sure about this 7500 series, but 7433 and 7431 I know are and they run on one pair, the outer pair. The analog is on the inner pair. You also have to turn on the XDP port to get a station number of its own. This is with the 816 anyway.
