Sounds like central office stutter tone to me.
Check with the dial tone provider

No Intercom 790 didn't do it.
Pressing Intercom I get 2 beeps and a solid tone which sounds normal
Pressing any one of 3 of my lines I get a solid
But main house line gives me the stutter then a dial tone.

This could be on the outside line.
If you have a phone company provided voicemail service, it will beep
to let you know you have a message.
Sometimes the phone company (cable company especially) may have their
voicemail service turned on even if you didn't want it.
If the stuttering dial tone is on the intercom line, then it would
come from a feature in the system.

When was the KXT-A1232x series discontinued?
I see now the KXT-A848 is now discontinued. I guess it wasn't a big
seller?
The only analog system left is the KX-TA824?
I think Panasonic also discontinued a wireless phone model which will
work with it?
