You need special software and training and a thorough understanding of
all the features. Seriously, if you are trying to set this up for a
bank you will need professional help.  Also, even if you got software
from somewhere else, different countries use different software, as
well as you need to know exactly which level version system you have.

For example, your request:
1. I want to dedicate a line(CO Line 3) to a particle extension (Ext 101)
for both imcoming and outgoing calls. This line should only be accessible to
extension 101.

I can think of at least 20 ways to do this. The method chosen would
depend on how everything else is programmed in the system. I couldn't
possibly begin to suggest anything without risking disruption of the
rest of the system.

I don't know how Panasonic works in Liberia but I hope you can find
someone there to help you.
