External message delivery is only one, Device Notification is the other. You
can disable both but while I have no customers using External Message
Delivery, many (myself included) use Device Notification.
Since I can't watch over their shoulders to see that they all have good
password habits, I block the voicemail ports from making international
calls. If he does get in, I'll get a service call to fix any damaged boxes,
but at least they won't have outrageous phone bills to worry about.
