Indeed we haven't added new locales in the Apache period. Information is on the wiki, but to start we need a locale data file and the ISO code, Alexandro is right.

I have created a locale data file for Puinave COLOMBIA.

The best thing to do is:
- create a new issue ("File a bug") at https://issues.apache.org/ooo/ (you will need to register, same page) - Choose Internationalization - localedata (we can fix the other fields, don't worry)
- Write a short description and attach your locale data file
- If your language has an ISO-639 code, please mention it in the description.

Then we will analyze the issue.
