CONCERNED CITIZEN ADVOCACY NETWORK (CCAN) Consumer Affairs Public Policy Office November 30, 2004 ======================================================== Dear Citizen, We understand that a bill (HCON 292 IH) that would implement a federal Mental Health Commission plan to subject all individuals to mandatory mental health screening is being considered by the Health Subcomittee of the Committee on Energy and Commerce chaired by Representative Michael Bilirakis (Florida) and Charlie Norwood (Georgia). Under this plan, middle schools and high schools would be turned into mental health centers for the screening of every child without parental consent, and any one of a number of possible diagnosis could trigger a mandatory treatment algorithm likely to include psychotropic drugs (for example, Ritalin). If this bill passes and passes without provisions, it opens the door for significant interference in your life and that of your child.
