Justice. The Base Closure and Realignment Hearing location has changed. The 
Los  Angeles BRAC hearing offers citizens an opportunity to challenge 
pro-war/defense  industry California residents such as Arnold Scharzenneger who 
will 
fight  California base closures, and who want a bigger defense industry in 
California.

Talking  Points:
Military bases are polluted, causing communities to  spend million of dollars 
to bring water, soil, and air up to living starndards.  Recently, DOD has 
pushed for military base and missile/munitions testing range  exemptions from 
such critical environmental protections as the Endangered  Species Act, the 
Marine Mammal Act, and the Clean Water Act in order to fight  the so-called 
'war on 
terrorism'. Only when bases are closed can communities  begin the process of 
cleaning and healing the land and water.

Many opportunites exist under base closures. Communities have  successfully 
converted land to peaceful uses. One strong example is the  California State 
University, Monterey Bay occupying the former Fort Ord Base.  This land, 
however, is not without its pollution challenges and residents have  fought 
hard to 
attain safe soil and drinking water.

Californians richly deserve quality life without constant threat of war.  Our 
economy should not be based on war, but on peace.

Money and critical resources are tragically wasted on rampant weapons  and 
munitions testing by the U.S. and California mlitary. This money is greatly  
needed for healthcare, education, housing, and basic needs for all  
Californians.

And finally, Arnold Scharzennegers statement upon announcement of Base  
Closures:
"...Consistent with the Council's advice, I plan to testify before  the BRAC 
Commission at its likely California hearing on behalf of our state's  
bases...I can assure you that we will leave no stone unturned in our efforts to 
 
protect California's vital bases."
