This is the one citation that I have chanced upon where Marx specifically outlines conditions that "...would cause a revolution" to wit when "Labour-power becomes redundant" because of the "development of the productive forces." It would seem that these then are revolutionary times when the capitalist through their state makes the conscious decision not to allocate the funding necessary to reproduce the labor force (as it is agreed that the below and similar measures (closures) across the country will cost lives).
