C00260265 WHY: Representative Lynn Woolsey has one of the most progressive national security records in the House of Representatives. She is an acknowledged leader on arms control, military budget and foreign policy issues. She has been especially active in opposing the war in Iraq, calling for the immediate return of American troops. Woolsey doesn't aim for machismo , but for intelligence. "Our Iraq policy hasn't just been immoral," she wrote in an op-ed, "it's been incompetent." Incompetence has been this president's defining attribute. Historians, looking back at the hash that his administration has made of war in Iraq, his response to Hurricane Katrina, his Medicare drug plan, and dozens of other bungles and boondocks that future historians will have to grapple with, will wonder how one president could so cosmically botch so many big things. Running for her eighth term, Woolsey faces a serious challenge in the Democratic primary from a well-financed opponent with diametrically opposed views on national security. Lynn Woolsey grew up in the Pacific Northwest, moved to Marin, and was a housewife with three small children when the collapse of her marriage forced her on welfare. She is the first welfare recipient to serve in Congress. After remarrying, she put herself through business school at night and started her own successful business. In 1984, Woolsey won a seat on the Petaluma city council and in 1992 was elected to the House. Rep. Woolsey has a remarkable record of leadership on arms control and nuclear disarmament. She introduced House Resolution 191, the Nuclear Non-Proliferation Treaty Commitments Act, saying: "This resolution will not only ensure America's fulfillment of the Non-Proliferation Treaty, it also encourages the President to lead by example and reduce Amerca's vast nuclear arsenal." Earlier this year, Woolsey introduced House Concurrent Resolution 35 calling for the President to develop and implement a plan for the immediate return of U.S. troops from Iraq. She turned the resolution into an amendment to the fiscal year 2006 Defense Authorization Bill. Her amendment was the first in Congress asking for the troops to be brought home from Iraq, and led to a vigorous debate in the House of Representatives. While the amendment was defeated 128 - 300, it drew support from a majority of House Democrats plus five Republicans. Woolsey introduced another resolution calling for a revamped American national security policy, which she calls SMART Security (Sensible Multilateral American Response to Terrorism): "SMART calls on the United States to lead by example, to honor its treaties and meet its nonproliferation obligations. SMART would enhance and expand the Cooperative Threat Reduction Program that has led to the dismantling of nuclear weapons and materials in the former Soviet Union. SMART also holds that military force should be the last possible resort -- preventing war, not preemptive war. It calls on us to fight terrorism and weapons proliferation with strong global alliances, improved intelligence capabilities and vigorous inspection regimes." In the last voting scorecard published by Council for a Livable World's PeacePAC, Woolsey received a perfect 100% . She voted against proceeding with the nuclear bunker buster weapon, for increasing nuclear nonproliferation funding, for paying the U.S. dues to the United Nations, and for an investigation of both the misuse of U.S. intelligence before the Iraq war and the mistreatment of detainees in Iraq and Afghanistan. Woolsey's primary opponent is State Assemblyman Joe Nation, the most serious challenger she has faced since taking office. He has high name recognition and a capacity for extensive fundraising. Nation has been critical of Woolsey's call for a plan for bringing the U.S. troops home from Iraq as well as her other initiatives. He is a graduate of the Rand Institute, an organization that provides research and analysis to the Department of Defense. Woolsey and Nation both expect to raise $1 million for the campaign. Woolsey is supported by labor and environmental organizations, peace and justice groups, and women's political organizations such as EMILY's LIST, NARAL and National Women's Political Caucus. Nation's primary source of campaign funds is the business and development community. Most alarmingly, this termed-out California Democratic Assemblyman is funded by some donors who have also supported Tom Delay and Bush/Cheney. We need Lynn Woolsey in the House of Representatives. Her energy, courage and leadership are essential if our country is ever going to terminate our military involvement in Iraq and establish sane and responsible nuclear policies. She is a model for activism and courage that should serve as a model for cautious U.S. Senators. For Woolsey , there is work to be done all over America. Help is needed at community centers to tutor children, to teach them to read. Work is needed at old-age homes to visit the lonely and infirm, in gutted neighborhoods, to rebuild housing, clean up parks and convert abandoned lots to baseball fields. Imagine a leadership that would take this vital energy, this generosity of spirit and create a new unity in America born out of the chaos and tragedy of 9/11, a new unity that would send a message to terrorists everywhere: If you attack us, we will become stronger, cleaner, better educated, and more unified.
