As such he is involved in every aspect of the Bolivarian Alliance of the Peoples of Our Americas (ALBA), from economic policy and political proposals to the organization of that regional body and the recent creation of the ALBA Social Movement Council. He is an economist by training and has been part of the official delgations to various regional body meetings including UNASUR, ALBA, and the meetings to create the Bank of the South. He was a member of the presidential technical commission for the creation of the Bank of the South. Most recently he oversaw the coordination of the presidential summit of ALBA which took place in Caracas, Venezuela in April 2010.
