Yes both Medicare Supplement (i.e."Medigap") and Medicare Advantage plans are provided by For Profit corporations (and that might be a big part of the problem) BUT both Medicare Supplement and Medicare Advantage plans are regulated by both the State and Federal governments and both types of plans are totally controlled as to the rates that they can charge those who buy the plans. And thus both the State and Federal government is allowing - and approving - rates that charge people who live in a majority Black or Latino areas more than those who live in majority White areas.
And by the way it is virtually the same issue - but the Medicare Supplement and Medicare Advantage plans are also cheaper in areas which have a higher median income than in poorer areas which have a lower median income. And the reason that the Medicare Supplement and Medicare Supplement and Medicare Advantage plans are more expensive in poorer and Black and Latino majority areas is that the health is on the average worse among the people that live there thus the medical expenses are on the average higher for those buying the plans from those areas thus they are charged more for the plans. So we then charge those who cannot afford to pay for their medical care more for their Medicare because they have not been able to afford to get good Medicare in the past. And then the Medicare Supplement and Medicare Advantage Companies hide the whole distortion of rates in a maze of regulations. WHY DO WE ALLOW THIS!!!! Here in white El Dorado County I pay $106/mo for my Advantage plan but have to drive a long ways to the Sacramento area in order to take advantage of its benefits.
