Another 9.0, predicted to happen soon, would topple the pool, draining the water keeping the fuel rods from catching fire. If they do, the resulting release of radiation would force evacuation of the entire site, and reactors 1, 2, and 3 would melt down again. This would equal 40-80 Chernobyls, placing the entire planet at risk. Item 2 shows that, even though the site was ostensibly nationalized last June, the TEPCO system of subcontracting, to 400 different companies with 7 or 8 layers of delegation, remains in place.
