That's a misnomer; anything in svn.a.o/repos/asf/ is "released" in the
sense that it has been openly published, and needs to be addressed on the
crypto export page.  Handled when it is first imported, there's no extra
work to do upon its first "release" (in the ASF-sense of the word).
