[inlineadministration] Normal admin menu does not fire a popup from time to time

It has to do with two problems :
- Since items are "popupized" dynamically using javascript onload, it could
happen that the user clicks before this javascript has executed
- Sometimes the javascript that should "popupize" the menu is not loaded when
the menu is loaded, because of different time in evaluation about the user
being an admin or not.
