The Settings system searches for prefix + "magma" + env + ".properties" . This
made it possible to have a magma.prod.properties and magma.devel.properties as
long as the prefix was empty. After the resolution of LABS-332 prefix contains
the user name, so magma.prod.properties was not parsed anymore.
