[buiild] magma locals under windows does not parse correctly complete paths

Probably this is how the file is parsed and the directory check. Vista seems to
create "C:\folder\where\we\are\should\be\absolute\path" when
"/shoud/be/absolute/path" is given. Adding "C:" at the beginning does not work.
Haven't tested backslashes.
