Thanks for the interesting proposal.

I'm conditionally +1, provided that you
+ really start with zero code
+ follow Labs best practices and present a doap file, see [1]

Additionally, I'd like to give my take on how I think a Lab can build community:
+ Any Apache committer can work directly on a Lab, but the PI must be
OK with it.
+ Other people need to contribute code through our standard JIRA
workflow. Eventually, these people need to have an CLA on file.

I'm not in the same league with other's who think that PIs cannot make
unofficial releases.
However, it is absolutely clear that Labs-PMC-voted, ASF releases of
Labs won't happen.
