Summary: Bylaws have incorrect description of lazy consensus

The page http://labs.apache.org/bylaws.html describes the process as:
"lazy consensus vote (at least three +1 and no -1, 72 hours)"
This conflates two types of votes:
Lazy consensus / lazy approval
and
Consensus approval
Both of these are consensus votes, i.e. they both fail if there is a single -1
vote.
However, "lazy consensus" does not require any +1 votes at all, whereas
"consensus approval" requires a minimum of three +1 votes.
It's not currently clear whether the original intention was to use lazy
approval or consensus approval.
This JIRA is to remind the PMC to fix the documentation once the procedures are
decided.
