If there is no way of having the power supply corrected would the problem of really 
short power
interruptions or lower power moments be fixed by using one of those battery back up 
power supply
bars?

I was having a similar problem that only affected my computer and digital clocks. I 
called our
power company and they came and tested the line coming into our place from the street. 
At first
they said nothing was wrong but I phoned back a couple of times insisting there was so 
finally
they left a meter on the line for a couple of days to see whether there where any 
fluctuations
in the power coming into my home. Naturally, they found there was indeed a small 
variation only
affecting picky things like computers - less than a second of interrupted power but 
computers
care. They decided a number of new homes had been added to the area thus creating too 
much
demand for the transformer or whatever it is called on our street. They added another
transformer or whatever to handle the larger demand and presto the problem was solved. 
It took
persistence but it was worth it to stop having my computer go down all the time. I 
figured those
kind of fluxuations were probably not too healthy for the computer either.
