Don't know if the ISPs are being extra cautious because of this latest virus. A few weeks ago Freeserve (now Wanadoo) was slow due to extra vigilant filtering in their system. The current Sasser virus isn't spread by email, but through the internet.
Here, the Maritime and Coastguard agency computer system is down due to this virus and they're having to take emergency calls with pen and paper rather than rely on their electronic mapping and charting system. They say they're still operational, but, as someone who doesn't like the sea at the best of times, I wouldn't like to go out into the English channel which is like a motorway (freeway) in the rush hour with boats and ships of all sizes passing through, but also with others, particularly small craft and car ferries betweeen England and the continent crossing them.
