Not necessarily, but the "first language" *is* to be American Sign Language.
He didn't know what the town's name was to be, but suspected it might be something unimaginative like "Deaftown".
Well, he was wrong... :) According to NY Times (Monday, March 21):
"Nearly 100 families - with people who are deaf, hard of hearing or who can hear but just want to communicate in sign language - have already publicly declared their intention to live in Mr Miller's village, to be called Laurent, after Laurent Clerc, a French educator of the deaf from the 1800"
I was a bit surprised (we do, afterall, have "our own" Helen Keller, but I suppose she's associated more with the blind than the deaf), but it was nice to see that Mr Miller (who dreamt up the town), has no anti-French prejudices. I expect, being deaf himself, he never heard of "freedom fries" <g>
