Three different lace teachers in classes I've attended have said that it evolved because it was quicker to make and wasn't easily copied by machine so the lacemakers could still earn a living. Although how making leaves can be considered quick, I don't know - I find them very difficult and slow. The teachers could all be wrong of course.
