Regarding the despatches from England to the 'colony' (Australia), the watchword is *convict* not *criminal* - many were sent that were imprisoned indiscriminately. A clip I heard on local radio - the petty-officer from the Cdn. ship helping the Seabees clean up a coliseum in Mississippi: "It's unbelievable here. The only thing that's missing is the holes where the bombs hit. It's like a war zone." and this from cbc.ca "When a city has been destroyed, whether by man or by nature, the infrastructure is down and the risk of disease goes up," said Maj.
