I've just found this with Google:

not sure if it's British or American, but it does state that copyright remains with the artist when a picture is sold, unless agreed otherwise.

This website

makes it clear that in USA copyright is not automatically transferred with the physical painting

From all this it does look as though purchase of an original painting does not automatically transfer the copyright with it, so if the artist has retained a good photographic record of his/her work then he/she is still free to sell prints whilst the purchaser of the painting is not.
