In the UK the rules are:

"Children up to 135cms in height must use the appropriate child restraint when travelling in any car, van or goods vehicle - there are very few exceptions.
A child may use an adult belt when they reach 135cm or the age of 12.
Rear-facing child seats must not be used on the front passenger seat if an air bag is fitted that side."

That was introduced in the last few years, and you can imagine the fights parents had with children of say 10 or 11 who hadn't had to use a child seat or booster cushion up till then. Adults must wear seat belts in both front and rear seats at all times, (if fitted to rear seats, which they're not always on older vehicles). Exceptions are if pregnant or if a medical condition prevents it (in which case you have to get a medical exemption certificate).

The police are hotter on not wearing seat belts than they are on using hand-held mobile phones while driving, which could result in a fine of up to £1,000 and disqualification from driving. I don't see many people not wearting seat belts, but I do still see many using hand-held mobile phones. Even saw one chap yesterday morning with a phone clamped betwen his shoulder and ear, using that hand to steer round a corner because he had a cup of coffee in the other! But there's never seems to be a policeman around to see that kind of thing.
