Here is a Mirecourt lace piece listed as a collar. I understood Mirecourt as being used mainly for household used.
This looks to me like the corner off something, rather than a collar. Usually lace made for a collar has the two front sections matching. This looks like an edging that has been neatly trimmed between repeats.
