Probably a scam. I am constantly receiving spam from them about 'my account' with them, which I condemn to the junk mail folder and they are black listed in my junk options.
You shouldn't have to pay any $ to retrieve winnings from lotteries. There's a similar scam in the US where you 'pay' to get your lottery winnings.
