My husband says the tall building is the ferry terminal - and that it still exists today, having also survived the 1980's earthquake that conveniently ruined an expressway that had been constructed right in front of it.

San Francisco's Market Street from a moving cable car, before
the 1906
earthquake and fire.  The footage was filmed only days before the quake
and
shipped by train to NY for processing. This is truly a historical film
record.
